Dan Defenbaugh, a former FBI bomb investigator, previously warned police could "have a serial killer on their hands". Then they reached out to the bomber — and they got an answer.

He urged residents to remain alert, saying that authorities do not know where Conditt had been in the past 24 hours and if he sent additional packages.

The cellphone number tied Conditt to bombing sites around Austin, but McCaul said Conditt had eluded authorities by powering off the phone for long stretches.
