As a student of political science at StFX, a young Mr. Mulroney soon became involved with the debate team and the student Progressive Conservative society, both of which helped him find his voice, and set him on a path that would eventually lead to 24 Sussex Drive. Much has already been written and said, with more to come in the days and weeks ahead, about the incredible political career that followed, but for the Xaverian community, we have a more personal legacy on which to reflect. Before he was elected leader of the federal Progressive Conservative Party in 1983, Mr. Mulroney served as president of the Iron Ore Company of Canada for several years. During that time, his alma mater bestowed upon him an honorary doctor of laws in 1978.
It is a monument to the sacrifice of others — some uneducated, some unsung, all selfless — who many years ago wanted to ensure that people like you and me would have what they were so frequently denied — opportunity. And so they built a university — a great university — with care and devotion. Gregory MacKinnon to spearhead a major fundraising campaign.
It would be hard to find a political career that encompassed more triumphant highs and more devastating lows than that of our eighteenth prime minister. In the 1984 federal election, Mulroney delivered the greatest landslide majority government in Canadian history to the Progressive Conservatives, who won 211 seats. Seven years later, the wrath against his party reached biblical proportions. Quebecers hated him for failing to deliver on promised constitutional reforms that would have finally recognized theirs as a distinct society. And most of the country hated him for introducing the 7 percent goods-and-services tax. Too unpopular to win another term, Mulroney bowed out ahead of the 1993 federal election. He was replaced by Kim Campbell, but anger against him remained. When the electoral dust settled, the Liberals formed the next government, and the smouldering crater once known as the Progressive Conservative Party was left with two seats. It was the worst defeat in Canadian politics. In 1995, it was revealed that the Royal Canadian Mounted Police was investigating whether Mulroney accepted kickbacks on the sale of Airbus jets to Air Canada. And the scandals continue. Yet there is no debating it: Brian Mulroney is back. Hampson achieves that goal effortlessly, detailing how Mulroney backed Commonwealth sanctions in 1986 against South Africa to help bring an end to apartheid, persuaded President George H. Bush to seek United Nations backing for the 1990 Gulf War, and was a constant campaigner for human rights. Like Rocky Balboa in the movie Creed, Mulroney has been called out of retirement to remind us of his old winning ways.

He was an extraordinary statesman and he will be deeply, deeply missed. He pushed a free trade deal forward in no small part due to his friendship with US President Ronald Reagan. The 24-hour meeting opened the door to future free trade talks between the countries. Reagan and Mulroney became friends as two national leaders during the last decade of the Cold War. The trade deal led to a permanent realignment of the Canadian economy and huge increases in north-south trade.

A strong advocate for nurturing future generations of leaders, Mr. Mulroney spearheaded the largest fundraising campaign in the history of StFX to establish the Brian Mulroney Institute of Government and an undergraduate program in Public Policy and Governance.
Mulroney resigned in June 1993, having served almost nine years as prime minister. Mulroney was the architect of the Meech Lake Accord. Mulroney also served as co-chair of the United Nations World Summit for Children, and his government played leading roles in the campaign against apartheid in South Africa, the international response to the Ethiopian Famine, the creation of Le Sommet de la Francophonie, the reunification of Germany, and the liberation of Kuwait in the First Gulf War.
For the latter, the collapse of Meech Lake was as close to an apocalyptic event as can be imagined in peacetime. It went into effect on 1 January 1991. But Mulroney was only able to pass the GST into law by using an obscure emergency clause in the Constitution to add eight new senators. This gave the PCs the Senate majority needed to pass the bill. Mulroney was widely criticized for engaging in the same kind of patronage and corrupt political favours that he had once railed against. Between 1997 and 1991, the Mulroney government introduced a series of tax reforms, privatized more than 20 Crown corporations , and deregulated the transportation , telecommunications , financial services , and energy industries. Critics blamed the severity of the recession in the early 1990s on the FTA, which went into effect on 1 January 1989. But the Conservatives continued their policy of open trade. Mulroney also took strong measures to protect the environment. This air quality agreement significantly reduced acid rain levels and sulfur dioxide emissions. See also Air Pollution. While prime minister, he also passed the Environmental Protection Act 1988 and created eight new national parks. See Charlottetown Accord: Document. Mulroney managed to gain the support of all 10 provinces and could have legally enacted the amendment. But, still stinging from accusations that Meech Lake had been a backroom deal, he opted instead to put the Accord to a binding national referendum. On 26 October 1992, 54. After much speculation, he announced his decision to leave politics in February 1993. He and close associates later insisted that it had always been his intention to step down after two terms. His Conservative coalition disintegrated in the election on 25 October 1993. The party won only two seats and lost its status as an official party in the House of Commons. In 1998, Mulroney became chairman of Forbes Global Business and Finance, the English-language international edition of Forbes magazine. He also served as director on several corporate boards, including Barrick Gold, Blackstone, and Wyndham Worldwide. His autobiography, Memoirs 2007 , was a national No.
