Over his impressive — yet at times divisive — political career, Mulroney left an unmistakable mark on the country as he pressed forward on a series of what he later described as "big ticket items. Mulroney went on to run a commanding 1984 federal campaign, winning a majority with the largest number of seats in Canadian history. He took Canada on a forced march through two major efforts to bring Quebec into the constitutional fold, secured the Acid Rain Accord among numerous other environmental initiatives, and introduced the reviled Goods and Services Tax GST. A life in pictures: Remembering former prime minister Brian Mulroney On the international stage, Mulroney gave Canada a new sense of respect and presence.
He rallied countries against apartheid and built stronger trade ties with the United States. After navigating some post-politics reputational turmoil, Mulroney went on to cement himself as a trusted adviser to his political successors both Conservative and Liberal, leading prominent Canadians and elected officials of all stripes to remember him as a formidable leader, who never hesitated to pick up the phone.
He died peacefully, surrounded by family. The family said that last summer his health had been improving following a heart procedure and a battle with prostate cancer in 2023. Brian famously forged close ties with two Republican US presidents through a sweeping free trade agreement that was once vilified but is now celebrated.

The Canadian Press Following a failed Progressive Conservative leadership bid in 1976, Mulroney took the reins of the party after organizing opposition to then-leader Joe Clark at the 1983 leadership convention. Mulroney — who had never previously held elected office — unseated the former prime minister from the leadership on the strength of his support among delegates from Quebec. With the Liberals faltering in the polls, Mulroney led the PCs to a majority victory in the 1984 campaign — one of the largest election landslides in Canadian history. Mulroney would win again in 1988 after voters backed his plan to sign a free trade agreement with the U. He fended off claims from the Turner-led Liberal Party that a free trade deal with the U. Mulroney would be re-elected with another majority government — the first time a conservative prime minister had won two consecutive majorities since Sir John A. This is him in his own words.
Trade between the two countries grew dramatically after the free trade deal was ratified and the economies became even more intertwined after nearly 100 years of protectionism came to an end. President Ronald Reagan. The musical interlude was celebrated by some as a sign of thawing relations between the two countries — and derided by others as a sign of Canada kowtowing to its powerful neighbour. S and pushed Reagan to sign the acid rain treaty to curb sulfur dioxide emissions that were destroying waterways. He also signed a North American air defence modernization agreement to better protect the continent from a ballistic missile attack. Former U.
But the triumph of NAFTA has also meant that a generation of Canadian politicians, having learned to take the trade deal for granted, never expected they would now find themselves scrambling to save it. NAFTA delivered the goods for investors, but the benefits for the rest of us are mostly theoretical. Of course, Mulroney was not sent to Washington to provide an unvarnished assessment of the details. He was sent to varnish. His testimony in front of the Senate committee was characterized by the performative charm, soaring rhetoric, and twinkle-eyed blarney that delivered him two majority governments. Did it work? As of this writing, negotiators have wrapped up seven rounds of talks with little to show. Skeptics might argue that Mulroney was simply doing what he has always done: find a way to place himself at the centre of the action.
It likewise led the international community in calling for a response to ethnic cleansing in the former Yugoslavia. But the symbolism was backed by concrete force. But Mulroney kept chipping away at him and at the issue. For the next three years, he went on CNN to scold recalcitrant members of the administration, had his own team leak a memo depicting Canadian outrage at American inaction, and—most importantly—nurtured key congressional allies. His success on the file, combined with his passage of the ambitious Environmental Protection Act, which required seven provinces to cut sulphur dioxide emissions by half, prompted a 2006 survey of environmental experts to call Mulroney the greenest prime minister in Canadian history. Hampson leans on the charming tale, the sentimental anecdote, and moments of masculine camaraderie that belong in a Hollywood buddy picture. Looking back, we can see how Mulroney punctures a misconception about politics: that corruption and achievement are mutually exclusive.

Bombardier has since sold off its regional airliner business to Mitsubishi, leaving the Canadian aviation industry a hollow shell of its former self. Bruce Campbell, writing for the Economic Policy Institute, bluntly assessed the impact of free trade on the Canadian economy, calling it a false promise. He pointed out that while trade with the US increased after the implementation of free trade, inter-provincial trade decreased — and remains a problem today.
Real incomes declined for the bottom 80 percent of the population, while employment insecurity increased, and the social safety net withered. Campbell also notes that free trade ushered in an era marked by corporate raiding and takeovers along with a drop in public sector spending and public sector streamlining, all of which contributed to job losses across various sectors. Normalizing Corruption An attempt to fully document the crime and corruption of the Mulroney years is far beyond the scope of this article.
Cameron concluded that Mulroney enriched himself while in office, building an enormous fortune and fleecing taxpayers in the process. Mulroney and his wife Mila were well known for their expensive tastes and their uncanny ability to get other people to pay for their lavish lifestyle. The corruption Cameron details ranges from the banal to arguably one of the biggest corruption cases in Canadian political history.
German-Canadian businessman Karlheinz Schreiber was alleged to have bribed Mulroney to purchase Airbus aircraft as part of a scheme to help the European aircraft manufacturer establish a toehold in the North American commercial aviation market. Though Mulroney claimed he only peripherally knew Schreiber, evidence later showed that they had several meetings in upscale hotels, involving business transactions with envelopes full of cash. Ultimately, the RCMP ended its investigation without laying charges.
Hubs, according to Mulroney biographer John Sawatsky, were a select group of influencers in a city or area. They would get calls from Mulroney as often as every week. Spokes—a larger group, generally under the sway of hubs—might receive only one or two calls a year. But if a spoke was promoted, appeared in the newspaper, or experienced a death in the family, Mulroney would fire off a personal note. The result was a vast intelligence-gathering operation.
If Mulroney, or one of his clients, encountered resistance in a negotiation or labour dispute, he would leverage his Rolodex to sweeten the deal or gain concessions. He always knew a guy. But while the theatre of operations expanded, the basic system stayed the same. If he needed to make a deal, Mulroney picked up the phone. Before the deal was signed, negotiators slogged through several rounds of talks, getting nowhere.
The numbers alone suggest Mulroney has been vindicated.

He studied political science and joined the campus Conservative club. He was also prime minister in the Combined Atlantic Universities Parliament. He became close with Diefenbaker and advised him on youth issues and Quebec. Mulroney then returned to Quebec.
After his father died in 1965, Mulroney took on heavy family responsibilities. In 1974—75 Mulroney won public attention as an articulate and hard-hitting member of the Cliche Commission. It looked into violence and corruption in the construction industry in Quebec. By now, he was the leading Conservative organizer and fundraiser in the province.
Despite never having run for political office, he was a strong candidate for the leadership of the federal party in 1976. He was defeated on the third ballot. Mulroney became vice president of Iron Ore Company in 1976. As president 1977—83 , he emphasized labour relations.
Mulroney again ran for the Progressive Conservative leadership in 1983. It was a low-key effort, due to charges that his 1976 campaign had been too slick and showy. He beat former prime minister Joe Clark by 259 votes on the fourth ballot: 1,584 votes to 1,325. As leader of the Opposition , he proved a skillful manager.
He focused on healing party wounds and building a solid electoral machine. Moderate and conciliatory by nature, he called for a stronger private sector and less government intervention in the economy. He also sought minority French-language rights and closer Canadian-American and federal-provincial relations. Mulroney won his home riding of Manicouagan while the PCs won 211 seats overall — the most in Canadian history.
Mulroney had always emphasized the importance of Quebec to the Conservatives , and in the election, made the risky decision to switch ridings to run in the one that included his Quebec hometown of Baie-Comeau.

The airline was a Crown corporation at the time. At first, he denied having dealings with Schreiber and successfully sued the then-Liberal government for libel. In 2007, Mulroney called accepting the cash a "serious error in judgment" and "my second biggest mistake in life. A break with allies on apartheid While often associated with two other leading conservative figures of the era — Reagan and former British prime minister Margaret Thatcher — Mulroney broke ranks with some of his closest allies on one issue: apartheid and sanctions against the South African white minority regime. Reagan and Thatcher were both vehemently anti-communist. They feared that South African black leaders like Nelson Mandela were Marxists intent on turning the country away from liberal democracy.
